Off-Plan Sales Face a New Confidence Test

Payment plans remain attractive in Accra, but buyers increasingly want proof that construction and funds are controlled.
The Ghana trend
Recent diaspora-focused marketing highlights staged off-plan payments—sometimes spread over about 24 months—as a way to buy Accra apartments without a single large remittance. The model can help buyers and fund construction, but it transfers completion risk to purchasers.
A global warning signal
China’s late-August move to reduce reliance on presales followed years of stalled projects and buyer protests. Ghana’s market is different, but the lesson travels: presale confidence depends on ring-fenced funding, credible developers, realistic schedules and enforceable remedies.

What buyers should demand
Review the land title, planning and building approvals, project company, contractor, financing plan, delivery history and construction programme. The agreement should define the unit, finishes, common areas, completion date, grace period, delay remedies, refund rights and treatment of specification changes.
Better payment architecture
Milestone-linked payments are stronger when an independent architect or quantity surveyor certifies progress. Buyers should distinguish visible activity from completed value: workers on site do not necessarily mean the relevant milestone has been achieved.
The pricing trade-off
An off-plan discount compensates for time and risk; it is not automatically a bargain. Compare the discounted price with completed alternatives, expected rent after handover, financing cost, service charge and the possibility of delay.
